In spite of the law which is supposed to protect animals from cruelty (adopted in
February, 2006) stray dogs are still ruthlessly killed in Zaporozhye. The city
authorities not only turn the blind eye towards it, they pay for killing stray dogs.
It looks like Zaporozhye officials prefer to just ignore the law.

In Zaporozhye protection of stray animals is still in its infancy. This large
industrial city (with population about 800,000) still doesn\'t have a single animal
shelter to speak of. Although there are people who, in their own expense, save
hundreds of stray dogs and cats from being killed. People take strays from streets
to give them a home - or try to find a home for animals who are in trouble. But
that isn\'t enough - hundreds more get killed just because the city officials pay
for having them killed.

Changing the attitude towards stray dogs is the problem in Ukraine. Zaporozhye badly
needs at least one animal shelter. Of course, there are people who take stray dogs
and cats from the streets - but that's not enough to solve the problem.

To sue the organization that murders animals and ignores the law won\'t solve this
problem, either - admits Irina Didur. However, she hopes that such a lawsuit might
attract attention of general public to protecting animals against cruelty.

It is the attitude towards stray animals that should be changed - for the time
being, city officials see the strays as refuse, unwanted garbage, not as living
beings - and treat them accordingly.
